The Iowa Department of Natural Resources (DNR) will hold a public meeting followed by a public hearing regarding the proposed amendment of NPDES permit no. 9000101 for the Iowa Power and Light (IPL) - Ottumwa Generating Station. The address of the facility is 20775 Power Plant Rd., Ottumwa, Iowa 52501. The DNR issued a public notice on June 2, 2025 of a tentative decision to amend this permit. The notice was distributed as required by the Code of Iowa and the Iowa Administrative Code. The written comment period for the tentative decision ended on July 2, 2025. Comments were submitted during the comment period regarding the discharge of landfill leachate, and commenters requested a public hearing. The DNR will make a short presentation at 10:00 a.m. central time on September 3, 2025, followed by an informal, non-contested case hearing regarding the proposed amendment. At 10:30 a.m. central time, the DNR will begin the public hearing and accept oral comments for the record. The hearing is open to the public and will be held virtually via Google Meet. The DNR will consider only comments relevant to the proposed amendment when determining whether to amend the permit and deciding what requirements must be met. Each person will be allowed three (3) minutes to present an oral comment at the hearing. DNR staff will not respond to questions or comments at the hearing but will prepare written responses to questions and comments when a final determination on the permit amendment is made. Written comments will not be accepted at this time, as the public comment period was open from June 2, 2025, through July 2, 2025. Therefore, only oral comments will be accepted for the record. Wastewater from IPL Generating Station Outfall 008, the discharge point subject to this proposed amendment, is discharged into the Des Moines River at 41° 6’ 14” N, 92° 32’ 58” W, in Wapello County, Iowa. At the discharge point, the Des Moines River is designated as A1, B(WW1), HH, meaning that the river has the capability to support warm water game fish populations along with a resident aquatic community that includes a variety of native nongame fish and invertebrate species. The river is also protected for recreational or other uses that may result in prolonged and direct contact with the water, involving considerable risks of ingesting water in quantities sufficient to pose a health hazard. Such activities would include, but not be limited to, swimming, diving, water skiing, and water contact recreational canoeing. The Des Moines River also has fish that are routinely harvested for human consumption, and the City of Ottumwa has a water supply intake approximately 10 miles downstream of the discharge point.
