First known as the National Congress of Mothers, the PTA was originally led by Alice McLellan Birney and Phoebe Apperson Hearst. Birney and Hearst were among more than 2000 people who, in 1897, attending the first convocation of the organization in Washington, D.C. It was not until 1970 that the National PTA and the National Congress of Colored Parents and Teachers (founded by Selena Sloan Butler) merged to serve all children.
