Rappahannock-Rapidan Community Services Board dba Encompass Community Supports (ECS) is a combined Area Agency on Aging (AAA) and Community Services Board (CSB) for Virginiaâs Planning and Service Area (PSA) 9, and a Virginia Housing Authority (VHA). As a AAA and CSB, the Agency serves a catchment area which includes Culpeper, Fauquier, Madison, Orange, and Rappahannock Counties. As as a VHA it serves this catchment area and much more. The Agencyâs scope of supports and services are in the areas of Older Adults, Case Management, Childrenâs Behavioral Health, Intellectual and Developmental Disabilities, Youth and Adult Mental Health, Substance Use, Recovery, Prevention, Transportation Services, and related Housing. Encompass Community Supports (ECS) will conduct a Public Hearing on Tuesday, 23 June 2026 at 1:00 pm. The purpose of the hearing is to receive comments on the proposed AAA â Area Plan for Aging Services and on the services provided under the Agencyâs Performance Contract with the Virginia Department of Behavioral Health and Developmental Services (DBHDS) for Fiscal Year 2027. Anyone unable to participate in the hearing who wishes to make comments or inquiries should contact Executive Director, Sheryl Reinstrom, or Tina Schilling, Director of Community Connections for Older Adults, in writing to P.O.
