Rappahannock-Rapidan Community Services Board dba Encompass Community Supports (ECS) is a combined Area Agency on Aging (AAA) and Community Services Board (CSB) for Virginiaâs Planning and Service Area (PSA) 9, and a Virginia Housing Authority (VHA). As a AAA and CSB, the Agency serves a catchment area which includes Culpeper, Fauquier, Madison, Orange, and Rappahannock Counties. As as a VHA it serves this catchment area and much more. The Agencyâs scope of supports and services are in the areas of Older Adults, Case Management, Childrenâs Behavioral Health, Intellectual and Developmental Disabilities, Youth and Adult Mental Health, Substance Use, Recovery, Prevention, Transportation Services, and related Housing. Encompass Community Supports (ECS) will conduct a Public Hearing on Tuesday, 23 June 2026 at 1:00 pm. The purpose of the hearing is to receive comments on the proposed AAA â Area Plan for Aging Services and on the services provided under the Agencyâs Performance Contract with the Virginia Department of Behavioral Health and Developmental Services (DBHDS) for Fiscal Year 2027. Anyone unable to participate in the hearing who wishes to make comments or inquiries should contact Executive Director, Sheryl Reinstrom, or Tina Schilling, Director of Community Connections for Older Adults, in writing to P.O. The Town of Culpeper’s 4th of July event is Culpeper at its very best! Citizens’ young and old, new and native, join together to celebrate America’s birthday on a grand scale. It will be here before you know it. Plans are in full force for this year’s festivities. Our old-fashioned Independence Day will include the Freedom 5K in partnership with the Culpeper Baptist Church and Museum of Culpeper History, The American Dream Car, Truck and Bike Show in partnership with Jax Wax, the Patriotic Presentation at the Culpeper Courthouse Lawn, along with a food truck rodeo, vendors, games, entertainment and music at Heritage Park and the spectacular fireworks display at Rockwater Park. For safety concerns, the public will not be allowed at Rockwater Park beginning at 5pm on Saturday, July 4, 2026.
